I was wondering why Vice City was not working, serious frame drops and stuttering for whatever reason even in the menus. But GTA III worked just fine which I thought was weird. The game would also freeze at the start of the game as well. I tried it the way you suggested, changed the compatibility to WIndows XP, and it now works flawlessly.
